I was going through similar headaches until I finally figured out how
to schedule automatic execution of cleanup jobs SFC990, ORD990,
SYS990, and many others.
I'm using the AS/400 built-in job scheduler. Here is how I was able
to get programs to run outside of BPCS:
Step 1: Create a driver CL called CLEANUP. Here is some sample code
from it:

DCL VAR(&W7SLST) TYPE(*CHAR) LEN(256)

/* Delete FMA & FOD without an FSO */

Please note that a call to program SYS664 is necessary to avoid
getting 'SECURITY VIOLATION' messages.
Step 2: Create a new entry in the job scheduler. Make sure to press
F10 and use the BPCS *JOBD in the appropriate library. That will
setup the job's library list. Also make sure to use a user id which
will be authorized to all objects and files used in the job stream.
That's all there is to it. A job may then be submitted and run just
like from within a BPCS environment.
