In v.6, blank facility is valid as well.
We use global BOM and routings with facility - in fact we have only one
facility -
we did it because of facilities cost (averaging).

In BPCS v4, blank facility is a valid entry. It is used for a global BOM. If
you have multiple facilities producing the same item with the same materials,
this is one option of maintaining one BOM. I personally would not recommend
it, but it is valid.
