Mike,

Really a business process decision, if the nature of items entering such a 
WH/LOC combination is that attrition is highly probable AND/OR if the 
dispositioning process is of significant duration, non-nettable is likely 
prudent.  Conversely, in the absence of such condition nettable would seem 
appropriate.
