I am not familiar with RTVQRYF.  Where did you get this from?  Is this a 
question that ought to be posted to MIDRANGE-L rather than BPCS_L?

I know what some of this means.

QTEMP is a temporary work area in which anything in there will be gone when 
you sign off, so think about what you want to keep when if the process 
completes.
Usually I put source in an appropriate library then do 14 to compile.

        Converting *PGM CRTIRSPC in library QIR to 64-bit RISC

This means that when it tried to use the program on your RISC box, the 
software was CISC so it had to be converted.

        Program or module not observable

This means that the source code was not RISC-ready so it could not be 
converted,  You cannot use it until you get RISC-ready version.
