What version of BPCS are you on?
We have no such file in our BPCS 404 CD AS/400 Mixed Mode.

According to the BPCS naming conventions, files starting with letter L for
the most part mean something to do with Capacity Planning, but that file name
is kind of an exception to standard BPCS naming conventions which makes me
suspect that it might be someone modification & it may not be smart to have
file modifications in same library as vanilla BPCS files.  In other words
most BPCS files have a set of 3 different letters ... do the fields inside
LLL start with the names LL something?

29 Meg bigness is in the eyes of the beholder ... we have 1/2 a million
records in cost master, which is a file of not much fields, and we have over
a million records in inventory history file & THAT is a big file.

Almost all BPCS files ought to be cleared of deleted content on a regular
basis, when no one else is on the BPCS system ... how often do you run
SYS/23/12?
