BPCS-L is not a hacking list, and this sort of question is not allowed.  If 
SSA is "becoming difficult", then your company must owe them some money.  The 
mentioned  program is protected, and there should not be anyone with a copy 
of it other than SSA.  I would suggest you pay your bill, rather than attempt 
to violate international copyright law.
