We do something similar, but we break it up into 2 steps. We soft delete the ILIL01 records as your logic up there specifies. Then we summarize all ILI records, deleting the duplicates and activating the summarization record if necessary.

These are run on a nightly basis. We also run most, if not all, of the other File reset programs nightly as well.
