One more interesting observation. Bob Kohlndorfer did a test and found that
on V4, the Period Master Maintenance does in fact create the situation that
you report where Year 2013 has incorrect Period Offset Arrays. I just tried
it too on a BPCS V4.02 system and got the same results.
I selected F15=Copy from 2012 to 2013.

So, the Period Master Maintenance actually allowed Year 2013 to be used for
the Copy function, it created the GPM records for 2013, and it incorrectly
set the Period Offset Array values to equal the Period Numbers as shown
above.
This situation does not explain the data problems that you are reporting,
but it does explain how the incorrect Year 2013 was created.
Someone created it using the maintenance program. To me, this is a program
problem that you may wish to prevent from happening with a modification.
Otherwise, you will just have to procedurally handle it. That is, don't
create a future Fiscal Year in the Period Master.
