You can dynamically activate a service program using the QleActBndPgm API. You can get a list of exported procedures by calling the QBNLSPGM API. You can get the address of an exported procedure using the QleGetExp API. If your needs are simple you may find the QZRUCLSP API useful. All of these APIs are documented in the (getting closer to providing real) Information Centre.
