R: Why does the DELETE not work?

Just a few things: have you the authority for delete record from CSLABL ? 

In order to get a little bit more information try this:
** code this lines after each I-O statement: 
IF FILE-STATUS NOT EQUAL '00' AND NOT EQUAL '10' 
        DISPLAY "File-status error " FILE-STATUS   
END-IF
Let me know what happens.

P.S. Don't code two times READ and READ NEXT:   READ NEXT combined with
ACCESS DYNAMIC works fine.
