the following should work (though I didn't try it):

WORKING-STORAGE SECTION.
01 TRANSACTION-CONTROL-AREA.
05 FUNCTION-KEY PIC 99.
05 TERMINAL-ID PIC X(2).
05 RESERVED PIC X(8).
05 CURSOR-ROW PIC 9(3).
05 CURSOR-COLUMN PIC 9(3).
