You could simply use the figurative constant "QUOTE". e.g. string QUOTE "This is a great system." QUOTE delimited by size into new-string-value end-string Here's the info from the COBOL reference manual: QUOTE/QUOTES Represents one or more occurrences of the quotation mark character and must be nonnumeric.
