Geir is correct.  In order to get decent performance you need to keep the
run unit alive.

For OPM COBOL the only answer is to place a "stub" COBOL program ahead of
the CL.  It will do nothing but call the CL program.

For ILE you can use the same technique or use the "designed" approach which
is to use exit program and preserve run unit - or whatever the exact syntax
is.

You also need to ensure that A and B are not using STOP RUN (which will
close the file) when they don't need to.
