The code is no longer in the message and hasn't reached the archives so I'm
guessing here ... Also my COBOL is _very_ rusty so excuse me if I'm out to
lunch. 

Did you actually specify the KEY IS clause?  If not the program will be
using the entire key for the START and because it is a composite key there
will indeed be no match.  Specifying the key should cause it to only do the
compare on the first 15 characters.
