One way to access HTML type pages, is to place them under the HTML
directory, under Domino, under Data.

An example with a file called test.pdf in a folder called showpdf, the link
would be like:  /showpdf/test.pdf where the actual location would be
/data/domino/html/showpdf/test.pdf.

Another way is to code the HTML link like
//as400systemname/showpdf/test.pdf where the actual location would be
/showpdf/test.pdf.

If there will be a lot of pdf files, you may not want them in the Domino
directory because of backup times, especially if the pdf files don't change
much and you only back them up like once a week.

I have a need to be in a notesdb.nsf web page, run a report on the AS/400,
copy that report to a .PDF in the IFS and then link from the submitting web
page to the IFS .pdf file.
I have no problem getting the AS/400 spool file to a .pdf file in the IFS
in
a directory within the Domino Server directory structure (actually in a
directory under the notesdb.nsf database directory),  but when I try to go
to the URL that specifies the proper location and file, I get a 'Page Not
Found' from the Browser.
I can see the PDF file in the IFS from Windows Explorer and from Operations
Navigator.
V4R4, Domino version 5.0.4
