I had a similar problem and was able to fix it by first ending the domino
server, then renaming the mail.box to mail.old , Smtp.box to smtp.old,
smtpibwq.nsf to smtpibwq.old and smtpobwq.nsf to smtpobwq.old. Then restarting
the server, the files will be recreated.
Hope this helps.
**Note** any mail that was not sent before the server was brought down will be
lost which is why I only renamed the Databases.

LAST EVENING I LOST MY SYSTEM DURING A POWER OUTAGE.  UPON COMPLETION OF
THE IPL THE NOTES ROUTER APPEARS TO HAVE TAKEN OVER MY SYSTEM.
SYSTEM IS V4R4 RUNNING NOTES 5.0
WE USE AS400 ANYMAIL AND NOTES MAIL
WRKACTJOBS SAYS THAT SYSTEM IS RUNNING 80-90% IF I END THE NOTES ROUTER
USAGE GOES TO 6-10%
AS SOON AS I RESTART THE ROUTER  USAGE GOES BACK TO 80-90%
NOTES COUNCIL KEEPS REPEATING  DNS: NON-EXISTENT DOMAIN
THE NOTES ROUTER JOBLOG HAS ERROR FLOATING POINT UNDERFLOW CONDITION
REPEATED OVER AND OVER
I HAVE ENDED THE DOMINO SERVER AND RESTARTED
I ENDED THE AS400 MAIL SERVER  AND RESTARTED (ENDMSF)
RAN QTMSCLEAN TWICE TO FREE FLOATING MAIL BLOCKS
ANY SUGGESTION WHAT I SHOULD TRY NEXT
