Gentlemen,

            If I may, You might try ending the subsystem that Domino is
running in, then going to a CMD line and checking that the allocation for
the listen process has expired and the port is free, use netstat to look at
the active listening tasks on the system.  Once, it is free then bring
Domino back up.

            Also, I have in the past few weeks found myself making changes
in the wrong INI file for a given server instance, worth checking ?
