I am evidently missing something.  The RDBDIR entry on the 400 has been
there since day 1.

Public has all authority to the file on the 400, so this should include
QNOTES.

The connection seems to be ok.  When I turn off the "Winzard" and hit the
down arrow under DataBase Catalog Search, it finds the file on the 400 and
shows me the fields.

It's when I hit the down arrow under Notes Application that it comes back
with "No databases were found on the Notes server CN=VRH1/O=VRHC".  But when
I look under Operations Navigator I can see the file census.nsf.  I have all
permissions to it.  When I go back into Domino Designer, the data base,
form, and connection are there.  I'm probably missing something simple.
Any help is much appreciated.
