Further research indicates that it may have been a combination of issues.

Doing a REPLICATE SERVER2/DEKKO seems to have beat it into submission.
Now, I wonder if I change the group back from "Access Control List only',
if it will work.

We were getting this message when we did a REPLICATE SERVER2 command from
the console.
LocalDomainServers was a manager on both replica's.
We searched the Knowledge base and came up with 135977.  Scenario #2
sounded like our situation.  So I changed the group LocalDomainServers to
be an 'Access Control List only'.  Then I GUI replicated the NAB to all
servers.  Upon running the REPLICATE SERVER2 I get the same message.

What gives?
