Ok, so I'm trying this out and I have only one desktop setting with the 
"Deploy Version" selected and it's applied to only one explicit policy 
which only 4 users have assigned to them. We are at various versions from 
6.0 - 6.0.2CF1 so I selected * as the Source Version. This should work, 
right?

Yes, it works all too well. None of the 4 users with the specific setting 
applied to their specific policy got the notification. However, it seems 
like the rest of the company did.

These Lotus policies have been quirky since day 1. Don't get me started on 
password synchronization.
