We figured out why attachments were not being blocked.  I added the rule by
going to Configuration, selecting Messaging then messaging settings, then
clicked edit messaging settings.

After adding the new rule & clicking OK on the add rule an error would pop
up with this message:

Error on server rules - sub queryopendocument --> 4412: Notes error -
cannot locate field.

So I clicked OK, & it goes into another screen.  After exiting from that
screen I received an cannot execute specified command.

If I go back to the messaging rules, the new rule is in place.

Just now I edited the configuration under the server document & now the
attachment is being blocked.

We are running 6.5.1 under V5R2 & using a 6.5.1 client to do the admin.
