When the server starts, those files are created. If you try to start the server again while it's active it checks for the existence of those files -- if they exist it won't start. That's why you should remove the files while the server is down. Starting the server then should recreate them... When the server has an abnormal termination an NSD file should be created in the data directory. File should be called NSD_datetimestamp. The NSD file from when the power died probably won't mean anything but if there was an NSD file created during any of your attempts to restart that may tell you/us something.
