Enter this command exactly as is (with your server name, of course). You 
can do other DBs like events4.nsf and log.nsf(?)

rundomcmd server(yourDomSvr) cmd(call pgm(qnotes/compact) parm('NAMES.NSF' 
'-B'))

If you use this command for other utilities, note how each parameter is 
enclosed in single quotes.

After you run the command and the server is still down, you can view the 
console to see how it went.
