Well, it was partially a network issue.  The problems picked back up this 
afternoon, but there are no errors on the switch.  The tech that found 
them the other day began running pings against the server this morning 
when reports came in of problems, and he didn't drop a single packet, even 
when the server was timing out for anyone trying to send messages.

The search continues...

AHA!  So it was a NETWORK issue!

Sorry... just a natural response. ;)

My last really strange issue was a switch/firewall duplex mismatch.  It's
probably been that way since before I came here, but was never really
apparent until looking at a file transfer speed issue between 2 specific
boxes.  After fixing it it seems to have had a definite positive impact on
Domino/Notes speed also (especially related to attachments).  Domino's
definitely sensitive to having a good stable network setup behind it.

Your suggestions and my investigations on this end have revealed a number
of things that I need to look into, but didn't yield much I could use. The
problems are configurations on my end, so there's some more work for me.

Last night, our network guru was impacted enough by the issue that he dug
deeper on his end and discovered errors on the network switch that no one
else had noticed yet.  The cause ended up being a bad network cable.
Swapping out the netowrk cable appears to have resolved the issue.

Thanks to everyone for your suggestions, they are all much appreciated.
Hopefully, I will be able to make use of some of the tools and suggestions
provided next time something happens.
