I think we may be done with it.  WOW, we learn something new everyday.

Do not copy and paste config docs.  Very very bad.  There is a field on 
the config doc called CfgDocUNID which is computed when you create the 
document.  If you copy and paste a config doc, this value is also copied. 
Therefore, if you try to update it, the other docs that share this value 
will also be updated. 

This somehow messed up our filter fields in that our sequence number was 
27 even though nothing was enabled.  There were four rules in place but 
disabled.  When we deleted all the offending copied config docs (~24 of 
them), the system calmed down.  Now we are to wait and see.
