I think it still boils down to someone goes to 
http://www.ci.bend.or.us
and then your firewall, router, etc sends it off to your DNS.  Then from 
your DNS it goes
a -  out via Round Robin to one dpar or the other irregardless of 
availability, or
b -  to a specific address which may be a particular Domino server running 
ICM that then reroutes the request to a different domino server based on 
availability and/or load, or,
c -  to a specific address which may be a device that then sprays it out 
to one or more of your Domino servers, perhaps with some limited 
availability checking (like port 80 or https)
