This is most often accomplished via an SMTP message. There are dozens of packages that can send SMTP (I think we use them all), so take your pick or keep looking for more. Just configure Domino to accept SMTP mail from your AS/400 and then configure anything that can write an SMTP message to deliver it to the SMTP port on Domino. Besides SMTP, I think we also use an API package.
