Rob, if you delete (or just move it from the data directory) log.nsf, 
Domino should just create a new one. See if you can delete or move it with 
the server down.

NOTES01 is logging this message to it's console.  It has not logged 
anything to log.nsf since the last reboot of Domino.

I am hoping that a backup issue has not left that file locked and a 
reboot

According to iNav only the SERVER job from QNOTES has a lock on it.  And 

it also claims the change time is quite current.
