sending to a different domino server with a notes.ini of
Timezone=5 
DST=1 
DSTLaw=3, 2, 1, 11, 1, 1
ZONE_SET=1 

Clients on the receiving server were noticing that the email was timed an 
hour AHEAD.  Apparently it makes a difference which comes first ZONE_SET 
or DSTLaw.  So, on the sending server I changed it to:
Timezone=5 
DST=1 
; ZONE_SET=1 
DSTLaw=3, 2, 1, 11, 1, 1
Bounced the server, and my notes client, and now it is working fine.
Mr. J. O. of Domino Support for iSeries had me make that change.  Said 
that ZONE_SET was an old R5 thing or something.
