Bummer.

My suggestion is not a solution but a bandaid until you find a solution.
Instead of bouncing the server you could run an agent to
tell router quit
make sure it is dead
load router
This would be less disruptive to the users accessing the server. And,
will probably perform better than a full bounce. And, probably be just as
effective.
We have an agent that pipes show statistic mail.hold to a text file. Reads
that. Then makes a decision to bounce router and does it, if it deems
necessary.
