Don't know about the others directories (don't have a "logs"), but
IBM_TECHNICAL_SUPPORT can be cleaned any time. If you use console logging
(I like it better, wish I could turn off log.nsf) there will be a lock on
console.log, but everything else that I came across is just historical.
