I googled nrf again and specified site:lotus.com and got these hits

Basically it's a Notes Redirect File and the reply back was that it's a
bug in this release and you need to delete them manually

Database redirects and database deletes
When you delete a database, the Confirm Database Delete dialog box
contains an option to create a database redirect that allows clients to
update their references to the database you are deleting as well as an
option to redirect clients to another server. If the redirect server name
is set, it must not be the same server on which the deletion is to take
place. If all replicas are to be deleted, the redirect server must not be
in the same domain.

So, is there an option in the admin client that our administrator should
be using to NOT create these? We really have a better way of informing
our employees of their termination other than to get a redirect that their
mail file has been deleted.
