You can implement the parameter dynamically - but you will have to bounce
the server. It requires a server restart.

Can I simply run
set config DEBUG_SCR_DISABLED=1
Or do I need to bounce the server?

The issue in the Technote relates to SCR and Scheduled Replication. It was
found that the Replication Interval of the Classic Replication would put
back the mail message into the original folder - if you are seeing this
every 15-20 minutes, I would assume that there is a connection document to
perform scheduled replication around this time frame. Either way, this
issue was to have been fixed and SCR re-enabled in 8.02 FP1, which it
appears you are using. To test if you are still experiencing an issue, I
would simply disable SCR on all servers and see if this is cleared up. You
can do so by implementing the following Debug Parameter in the server
notes.ini:

DEBUG_SCR_DISABLED=1
