Sending a mail to a group would duplicate that mail (and any attachments
unless you are using DAOS) so would be the last choice for me.

Using a single mail-in database is an answer but care would need to be
taken to ensure that different people didn't then process the same mail at
a similar time, with the risk of the work being done twice. If that isn't
a problem (e,g, when they deal with a mail they move it immediately to a
folder of their own name so no one else grabs it) then register them
normally but change the name/location of the mail file in their person
document to the name of the the mail0in db. Add them all into the ACL of
course, with the appropriate level of access.
