Are you using the WAS based meeting server? From my PMR:

Hi Rob.
I discussed this issue internally with several people and did some
testing.
Presently only HTTP Retrieval of the photo is supported for the meeting
room server.
LDAP or Custom_DB which the Community server user for b-cards cannot be
used.

A feature request has been submitted to request the Comm server use the
photoURL method, but this too would not be in a custom db and would be
http retrieval only.
I will submit a request for the products to centralize the storage and
retrieval of the photos.



For meetings photo view you would need to do the below
To setup photos for Meeting Room (HTTP)
These settings are defined under Sametime Solutions Console - Select
the appropriate Server under Sametime Servers (eg Sametime Meeting
Servers), Select the Deployment Identifier to edit .
and are configured using the below values.



HTTP storage
1.) Create and store photos for users under an http fetchable folder
using the following format
user_email@xxxxxxxxxxxxxx

2) Manage the meeting server using the information above and configure
the photo repository information as below.
userInfoImageAttr Not used
userInfoRedirect True
userInfoUrlTemplate URL to the photo location on
the HTTP server using the fetch {0} argument.
eg http://Myhttp.ibm.com/myphotos/{0}.jpg

NOTE: You should be able to open a browser on the application server
and enter this URL to a specific user and retrieve their photo.
http://Myhttp.ibm.com/myphotos/user_email@xxxxxxxxxxxxxx
