We are planning a different approach ---

We use Barracuda to do virus / spam checking on the incoming email. They
also support on the outgoing side the encryption of the email. You can
setup policies to handle automatic encryption, use a keywork (like
"[ENCRYPT]" in the subject line to force encryption and use TLS encryption
(between servers).

In the first 2 cases, it uses (free as long as you have maintenance on the
Barracuda units) Barracuda's cloud hosted "repository" for holding the
message until the recipient gets it....

All three will require certificates from a "trusted source" to handle the
encryption seamlessly.

From an employee in our HR department:
<snip>
We have discussed the need to send some emails by hr (e.g. medical
information) in a secured fashion. We did not do anything in the past
because of the expense. The DOL has issued final HIPAA rules on the
subject. The final rules make it clear that we have to take steps to
secure the sending of medical information.

I am going to need a way for a number of people in the hr dept to send
secure emails to people outside of the company as well as inside the
company.
