Apparently long standing practices one has been doing for years are the
reasons for some of our server failures and system fixes, domino fixes and
hardware upgrades have nothing to do with it, or at least that is what
support is trying to get me to believe.

Having a program document to do compact needs to be modified to specify
/*.nsf because, otherwise, it will compact mail*.box files too and this
will cause long held locks and evil things will happen.

Now I am curious. Standard support response is to rename your mail.box
files to something like mail.old and restart your servers. When asked
about the mail stuck in those files I was told to use the admin client to
copy and paste them into the new files.
I forgot to ask how the admin client knows how to open a mail.old file and
allow you to copy from it.
