I opened up a case. Basically they didn't see them so they must be expendable. They suggested that I drop the server before deleting that directory. I wonder about that. If they truly aren't being used, they why should I have to drop the server? I'm sure it's just "best practices" and no real technical reason why I need to drop the server.
They did want to confirm that there are no recent dates on any of the files.

I have almost 4,000 objects in this directory.
Many .gif files.
Sort by changed date shows the newest changed date as: 08/31/01 09:32 and the used date of 10/16/02 15:22 I'm getting the idea they are vestiges of Domino 4.6 and are no longer needed.
