The answer is "it depends". If you're doing batch programming, then you don't need a web application server. And if I understand it correctly, the TUI tools will generate green screen COBOL applications.

However, if you plan to do web development you need a web application server. For testing, there is a WebSphere Test Environment built right into the tool. Easy to use, no expertise required. Just fire up your EGL application and go. For deployment, you can export an EAR file and deploy it to WAS, or export a WAR file and deploy it to Tomcat.
