JBuilder 2 and newer supports the use of multiple JDK's.  They can be plugged in
as needed, and selected from the projects options.  I've upgraded to version 3,
which handles multiple versions much better (easier).

The upgrade was less than $200 for Professional edition.  I found that it is not
always necessary to get JBuilder/400, either.  You can install the AS/400 beans
from the IBM web site and get much of the same functionality, but you loose some
of the Enterprise (client/server database) features, and JBuilder/400 specific
tech. support options from Borland.

Compare the different versions of JBuilder.  Either way, I think you'll find
that on a feature by feature comparison, most of the serious development
environments are similarly priced.  As far as I know, only VisualAge and
JBuilder support 400 development out of the box.  If you can do with out that,
then your options grow considerably.
