If you are asking about JDK 1.1.7 on the AS/400 -- the "AS/400 Developer
Kit for Java" -- it is a free option included with the operating system;
you just have to install it.   
Have a look at

...and look at the Java documentation.  (One place this should lead you is:

If you are asking about the 1.1.7 for Windows, Linux, etc. these are
also free downloads, though I don't know the URL offhand...
