Only just related to Java :) The Unix API section of the System Programmer's API Manual (no in the Information Centre under Programming->CL & APIs->APIs->APIs by Category) has a chapter on Environment Variable APIs. Pick the one that suits the most. Althought written from a C perspective they can be easily prototyped and used from ILE languages (RPG IV, COBOL, and some even work in CLLE).
