A long while back I remember seeing a something similar but at the WAS v3.5x level. The problem the best I can recall dealt with PCML code, looking for the property file, would issue a findResource(file) but issued it using the ClassLoader that loaded its own PCML classes. On your system I suspect the PCML code is on the system classpath (using the system classloader), while at the same time the file is placed on the servlet classpath (using the custom classloader) and hence not visible in the way PCML tries to locate this file.
