A little more research on my part shows that while both links get you to a
page that looks like you're going to download JTOpen, after a couple of more
pages you're brought to a screen where you can download either JTOpen or the
LPP.  It's a little confusing, and I've notified the powers that be, but the
links will get you to the LPP if you need it.
