I think your problem is probably that "%LIBL%" thing in the middle of
your string.  That looks like the Windows idiom for referring to
environment variables, but it has no meaning either in a Java String or
on the iSeries.

If you are running on Windows you have two problems: the second is that
you can't use *CURRENT under those circumstances.
