I haven't ever had your specific problem but I have experienced other
classloading problems with jt400 when the user had a JDBC DataSource
configured in WebSphere.  This caused jt400 to be classloaded by the
WebSphere master classloader, consequently my application class loader
would not load its version of jt400.

It could be a similar problem.
