Lib list is okay.

QZRCSRVS runs under QUSER. I am checking on that as I have thought of that one. If QUSER authority were the problem I would expect to see problems elsewhere. We just use QUSER as an internal user.

Failing that, follow Joe's suggestion, and try and track down the exact error.
