After you copy the jt400.jar file to the TOMCAT_ROOT\common\lib folder, you must restart the Tomcat server for it to pick up the new file.
Also, if your web applications are going to use the archive, I would suggest also copying the jt400.jar file to the TOMCAT_ROOT\shared\lib folder, as well.

As far as creating a jdbc resource in Tomcat to use from your applications:
Are you using the Tomcat Administrator application to set up your resource, or are you directly editing the xml files? Remember, you have to create a POOL, not just a single driver, to get a connection from.
Is your resource set up correctly in the server?
