Two reasons:

1 - Setting up user.dir skips the function in error (because there is no
need to read parms to complete JVM setup).
2 - Your job it's a pre-start job implementing IWS requests (RPG side) and
IWS handles ASCII

Maybe I'm wrong but if you (or IBM) will find an answer I'm courious to
know it.

I'm really not seeing where CCSID would come into play here.

Both our systems use CCSID 37 as the default, the job on both systems has a
CCSID of 37, and setting the user.dir java property resolved the problem.

What, specifically, makes you think it's a CCSID issue?
