I got something back on the Tomcat Users list, that sheds a tiny bit of light on that:

commit 421604 (2006-07-13), "Add the set of scripts",
initial commit for the file. So I guess the origins are in Tomcat 5 or earlier.

Which kind of begs the question of who was responsible for that commit, and is that individual still living, still possessed of a full set of marbles, and still involved in Tomcat.

Kolinko went on to point out that there are a lot of things that set threadPriority, which may override (or at least mitigate) the RUNPTY(6).

If anything else relevant turns up on the Tomcat list, I'll repost it here, and vice versa.
